Low-Income Housing, High-Income Opponents

When Willow Partners, LLC ran into trouble trying to build very-low income housing in a very high-income Silicon Valley neighborhood, they turned to GCA to gain project approvals and a $3.2 million loan from the city.

GCA Strategies mobilized more than 400 prospective tenants to sign up, speak up, and advocate for the project. Civil rights groups and church leaders endorsed the project, along with the local Chamber of Commerce, regional employers, political party activists, labor unions and local newspapers.

The results: Despite opposition from nearby neighbors and homeowners associations, the Planning Commission and City Council approved the project and issued the low-interest housing loan needed to make the project financially feasible.
